The Directorate of “Quality Enhancement Cell” (QEC)


The imperative for ensuring quality assurance in higher education has transcended borders, becoming a global imperative. Pakistan, too, recognized the necessity to evaluate and enhance the standard of higher education within its borders, aiming to attain international competitiveness and align its academic endeavors and research standards accordingly. In pursuit of this objective, the Higher Education Commission of Pakistan instituted the Quality Assurance Agency (QAA) to lead the charge in elevating the quality of higher education nationwide. Advised by the Quality Assurance Committee, the QAA formulates policies and programs aimed at augmenting educational quality. A pivotal aspect of this initiative involves the establishment of Quality Enhancement Cells (QECs) across all public and private universities and higher education institutions, tasked with executing quality-related policies and programs as directed by the National Quality Assurance Committee. Mir Chakar Khan Rind University (MCKRU), recognizing the paramount importance of quality in higher education, emerged as a frontrunner by establishing an independent Quality Enhancement Cells (QEC).

At MCKRU, our mission is to relentlessly pursue the attainment of the most elevated international standards in education and research by:  Crafting and executing QA Policies and procedures.  Empowering the faculty and staff through capacity building initiatives.  Rigorously evaluating and auditing our processes.  Enacting measures to elevate the caliber of education and research.  Fostering the internationalization of MCKRU.


  • Implementing the Quality Assurance Framework mandated by the Higher Education Commission to align with global standards for education and research excellence.
  • Establishing an efficient self-assessment system for university programs aimed at enhancing quality.
  • Formulating and implementing procedures for internal quality audits at MCKRU.
  • Ensuring that university programs adhere to the accreditation requirements set by the HEC and relevant councils.
  • Enhancing the quality of teaching, research, and support services for students and staff through internal audits.
  • Undertaking initiatives to enhance the skills of faculty and staff engaged in quality assurance activities.
  • Gathering and providing university statistics and data for national and international ranking agencies.
  • Fostering partnerships with domestic and international universities and organizations. Contributing to the enhancement of higher education quality nationally and internationally.

Functions of QEC at MCKRU, Sibi

The Quality Enhancement Cell (QEC) at MCKRU is overseen by the Director of Quality Enhancement Cell (DEC), who serves as the university’s main liaison with relevant national and international bodies. The QEC has several key responsibilities:
  • Building public trust by enhancing and safeguarding the quality and standards of degree awards.
  • Conducting reviews of quality standards and the effectiveness of teaching and learning across various subject areas.
  • Developing processes and evaluation methods to ensure the maintenance of quality provision and award standards, while also fostering curriculum development, staff development, and scholarly activities.
  • Reviewing academic collaborations with other institutions to ensure effective management of program standards and quality.
  • Establishing clear and explicit standards as benchmarks for reviews and audits.
  • Creating a qualifications framework outlining the attributes and abilities expected from qualification holders.
  • Developing program specifications, which provide detailed information on the knowledge, understanding, skills, and other attributes students can expect to acquire upon completing specific programs.
  • Ensuring that the university’s quality assurance procedures align with national arrangements for enhancing the quality of higher education.

  • To ensure that all programs and courses are well-designed to equip our graduates to stand out as responsible human beings guided by standards, ethics, and strong values.
  • To ensure that no study programs shall be launched without proper planning and considering the needs of the society.
  • To make active learning an integral aspect of all teaching activities. To develop the infrastructure (I.e., classes, desks, and halls) in a way that is pertinent to the application of active learning techniques. Furthermore, the Faculty Training and Development office will be instructed to introduce faculty training programs on well-established teaching techniques. Both Quality Assurance Directorate and Faculty Training and Development offices will be instructed to create a comprehensive mechanism for the monitoring, feedback, and development of faculty members.
  • To regularly review the institutional portfolio (courses, programs, rules, procedures, and policies), to ensure that courses/programs are carefully developed to meet the student needs, to deliver agreed learning outcomes, and are nationally and internationally competitive.
  • To work in partnerships with stakeholders (such as universities, students, government etc.) and use their insights in further developing the study programs.
  • To conceive and develop a digital strategy that sets the future direction for learning and teaching and drives forward our capability and capacity to deliver a blended online and face-to-face learning approach
  • To develop a student-centered learning environment where curricular, co-curricular and extracurricular experiences enhance students’ learning inside and outside the classroom.
  • To develop highly efficient, automated, and transparent feedback system that would ensure accurate and reliable tracking of results and statistics pertaining to student performance across various sessions. The system will be linked to teachers’ performance management system.
  • To set clear and measurable quality standards that programs and departments within the university should strive to meet. These benchmarks will serve as guidelines for continuous improvement.
  • To work towards establishing affiliations with relevant accreditation councils and overseeing the accreditation process for programs and the university as a whole.
  • To periodically conduct audits and reviews of academic programs, departments, and support services to identify areas for improvement and ensure adherence to established quality standards.
  • To foster a culture within the university that values and prioritizes quality in all aspects of education and administrative processes.
  • Based on assessments and evaluations, the QAD shall offer recommendations and actionable insights to departments and programs to enhance their quality and effectiveness.
  • To incorporate SDGs in teaching, learning and assessment.
